Foster family is one form of placement of children in which foster parents take up 1 to 4 orphans and children deprived of parental care for upbringing and sharing. Admitted children live in such a family until they reach the age of majority or to 23 years of age if they study in an institution of higher education.
Family-type children's home is formed and operates on the same principle with the difference that children can be accommodated from 5 to 10.
Children raised in a foster family or in a family-type home do not lose the status of an orphan child, a child deprived of parental care, and retains all the benefits provided by Ukrainian legislation. & Nbsp; Adolescent parents help maintain the contact of the child with her biological relatives ( If such communication is safe for the child), and in case of restoration of parents in parental rights, the child will be returned to the biological family.
An adopted family and a family-type orphanage is a temporary form of placement of a child, since the options for returning it to a biological family or adoption by other people (when establishing a contact) are considered.
What steps to foster child?
STEP 1. To apply to the center of social services for the family of children and young people at their place of residence for consultation, interview and submission of documents:
- copy of passport;
- copy of marriage certificate (for marriage);
- certificate of family composition (Form 3);
- a certificate of income for the last 6 months or a copy of the income declaration certified in the approved procedure;
- a certificate about your health and health of all who live with you (certificate of absence of chronic diseases, examination of a narcologist, a venereologist, a psychiatrist);
- written consent of all adult family members living with you.
STEP 2. A specialist of the Center for Social Services for the Children and Youth Family must make an examination of the housing and living conditions that will be in your case.
STEP 3. Training on the issues of upbringing orphans and children deprived of parental care in the regional center for social services for the children and young people's family. After passing the course, you will be issued a certificate on its passing, as well as a recommendation from the Center for Social Services for the family, children and youth to include you as a candidate for a single data bank.
STEP 4. The meeting of the Commission for the Protection of Children's Rights, which will consider your application and documents, will issue the Decision on establishing a foster family.
STEP 5. Search for a child. The children's service at the place of your residence will provide information about the children who are registered and can be arranged in the foster family, sends a referral for acquaintance and establishment of contact with the child, taking into account the age of foster parents (at the time of reaching the parents of the retirement age the child will reach Adolescence) and taking into account the recommendations of the learning outcomes.
STEP 6. The meeting of the Commission on the Rights of the Child, which will be decided on the placement of a child with whom there was contact in the foster family.
STEP 7. The Foster family has been accompanied by a social worker throughout his life, helping to solve emotional, behavioral difficulties.
